As you’ve been told, you cannot get a digital SLR for $200. You generally have to pay at least twice that much just for the camera without the lens and a decent lens will cost a good bit more.
However, you might look at the point and shoot cameras that are SLR-like. They are "super-zooms." They have a long reach as far as zooming and and look "more professional."
I found two cameras at B&H online a reliable company with good prices. The
Fujifilm FinePix S1500 and the Kodak EasyShare Z915. They each have 10 megapixels and video as well as modes such as "aperture priority" and "shutter priority" which will allow her to experiment and learn how to use the camera better and take better photos.
I don’t know anything about these two cameras, they were just the only two that came up for under $200. You can probably find more online. There are more for over $200 but the only one I’m even partially familiar with is the Sony Cyber-shot DSC-H20 and it’s on sale right now on B&H for 274.95.
You can check out the cameras here:

Hope this helps.
You won’t find an SLR for $200. Sorry.
Edit – If you’re willing to shop online, a Nikon D40 is probably the best option. Pick that up with the 18-55mm kit lens it comes with.

The least expensive DSLR with a lens is the Nikon D40 with 18-55 mm lens, under $450 on Amazon
I was told that the Rebel T1i is a good quality starter camera. I work in a photo studio and I am a makeup artist so i have SEVERAL photographer friends. The best place to check is ebay. I havent gone out and priced this yet but Im thinking you will need at least 500 for something new. Unfortunately with these professional cameras you need a lens as well which can cost more than the body.
My suggestion is that you give her the 200 towards the camera and then add to that for xmas since it is coming up.
The cheapest DLSR camera in market now is Nikon D40 which cost your around $450

If you cannot afford really, then don’t buy slr. Just give a digital camera simply. You should tell her that you can’t afford it. She will understand about your money is not enough.
If you wanted to give a slr, you search 2nd hand of slr at http://www.clubsnap.com. It may under $200.
A more realistic price would be around $500 for a dSLR. At $200, consider yourself lucky if you find a good secondhand one.
The cheapest would be either a nikon d40 or maybe a sony alpha. But you can get a film slr camera for about 200 like i did on amazon for a photography class.
